Former town planning and environmental law practitioner in Victoria and United Kingdom.

Following her appointment as a member in 2017, Carol Daicic is an Acting Deputy President of the Victorian Civil and Administrative Tribunal (Tribunal), Deputy Head of the Planning and Environment List (PEL) and member of the Planning and Environment Division (PED) Leadership Team. In this role, Carol resolves disputes primarily in PED both as a decision maker and an accredited mediator. Carol has also led a number of reform projects in PED including the delivery of the digital transformation of PED and implementation of the new case management system during the Covid-19 pandemic, as well as a number of other key reforms.

As a legal practitioner, Carol recently headed Corrs Chambers Westgarth’s Environment and Planning team in Victoria and Western Australia, was previously partner at specialist law firm Best Hooper Lawyers and senior associate at Norton Rose Fulbright. She also practised in London at the Magic Circle law firm, Freshfields Bruckhaus Deringer for 7 years as an environmental law specialist in major cross border transactions. 

Carol’s specialist expertise of over 25 years is in town planning, environmental, heritage and international environmental law in both transactional and litigation matters. She regularly presents at conferences, contributes to jurisprudence in Victoria and holds voluntary roles in her local community. 

Carol is the mother of Isabella (class of 2023), Amelia (class of 2024) and Sophia (class of 2026).
